We have gone four years without a lost-time incident across 6.4 million man-hours. Our HSE director will tell you herself that she does not fully trust that number — it is a lagging, rare and gameable measure.
So we watch the leading indicators harder. Near-miss reporting is up year on year, and that is treated as good news. If reports drop, we get worried rather than pleased.
You will be measured on whether people tell you things.
What you will actually enforce
Plant and pedestrian separation, because the highest-consequence risk on any site is a person meeting a machine. Scaffold inspection independence. Induction before workface entry, with no exceptions for one-day specialist visits.
And heat. Work-rest ratios change with the WBGT reading, not the calendar, and in a Jeddah summer that is the intervention that actually protects people.
Stop-work authority
You have it from day one, and so does everyone else on site. It has been used 41 times in four years. Nobody was disciplined. Two of those stops caught genuine structural issues.
If anyone ever pressures you not to use it, the escalation path is two steps and both are named.
